Electronic waste such as computers, monitors, printers, televisions, VCRs, scanners, and cell phones will be collected and recycled for no charge Saturday, April 24, from 9 a.m. – 2 p.m. at 2300 Delaware Ave., Santa Cruz, corner of Delaware Avenue and Natural Bridges Drive, on the Santa Cruz Westside.

The community recycling event is sponsored by UC Santa Cruz as part of Earth Week and is organized and managed by PSC Environmental Service, a hazardous waste contractor for the University of California.

E-waste recycling is open to all residents of Santa Cruz County and UC Santa Cruz and will take place rain or shine. PSC will recycle all electronic waste in a sustainable and secure manner. Half of net proceeds will be donated to World Bicycle Relief, providing bicycles for children in third world countries who need transportation to school. The remaining half will go to UCSC to support sustainability efforts.

As of April 22, 2010 the United States Environmental Protection Agency’s Lead Renovation, Repair & Painting Rule (40 CFR 745) will be in effect .

Under the new rule, EPA-certification is required and specific lead safe work practices must be followed by anyone disturbing more than six square feet of painted surface on the interior (Twenty square feet on the exterior) as part of their work in pre-1978 homes, schools, and other buildings.

The new rule requires contractors to comply with the pre-renovation education requirements, training, certification and accreditation requirements, work practice standards, post renovation cleaning verification and recordkeeping requirements. Contractors will have to complete an EPA accredited 8 hour training course that teaches contractors how to comply with the provisions of the regulation mentioned above. In addition to the training, contractors will be required to apply for their firms’ certification through the EPA and adopt the specific work practices taught in the 8 hour course.

The EPA is authorized to impose fines ($37,500 per violation, per day) and penalties upon contractors and firms that do not comply with this rule. Knowing or willful violations of the rule by contractors of firms can even result in imprisonment.

For some, in today’s economic climate, that competitive edge may mean the difference between financial stability and downfall. Most cities, counties, school districts and local governments have taken notice of this new federal requirement and will inevitably require EPA certification of their vendors.

Gov. James E. Doyle has certified that the Wisconsin programs, to be administered by the division of public health, are at least as protective as EPA’s and provide adequate enforcement.

The Lead-based Paint Pre-Renovation Education program requires construction contractors, property managers and others that perform renovations for compensation to distribute the lead-safety pamphlet Renovate Right; Important Lead Hazard Information for Families, Child Care Providers and Schools to owners and occupants before starting renovation work.

“We commend Wisconsin for taking the initiative to prevent further lead poisoning by ensuring that work that disturbs paint is done in a lead-safe manner,” said Bharat Mathur, acting administrator for EPA Region 5.

“We are very pleased to be implementing these lead-safe renovation programs in Wisconsin,” said Karen Timberlake, Wisconsin Department of Public Health secretary. “Renovators and rental property owners play a big part in protecting children from lead-based paint hazards in their homes. With the training and lead-safe work practices implemented with these programs, they will make even more, older Wisconsin homes safe for children.”

Lead-contaminated dust is the most significant source of lead exposure for children. Common renovation activities like sanding, cutting and demolition can create hazardous lead dust and chips by disturbing lead-based paint, which can be harmful to adults and children. Lead-based paint was used in more than 38 million homes until it was banned for residential use in 1978.
